Kiir calls for ‘repatriation’ of funds in foreign accounts

July 18, 2011 (JUBA) – Salva Kiir, president South Sudan on Monday called for repatriation of money allegedly held in foreign accounts by officials in his administration into the newly inaugurated Central Bank of South Sudan (CBSS).

Kiir was speaking at the official launch of the new currency at the premises of the former branch of Central Bank of Sudan (CBS) in Juba. “I will not talk much; I would only congratulate the people of south Sudan for this hard won independence, which was not a gift from anybody. It is the result of the struggle of our people”, said Kiir.

“I know there is a lot of money in foreign accounts. There are huge accounts in foreign countries. Please repatriate this money into the central bank,” said Kiir.

Elijah Malok Aleng, head of the CBSS said the exchange rate for the new currency would be exchanged with the old at a rate of one to one note and that there would be an interim period of three months.

Aleng said the bank authorities, in collaboration with the ministry of finance and economic planning, were forced to launch the new currency ahead the scheduled 5 August because the central bank of Sudan has stopped supplying them with cash.

On 17 July, the deputy governor of the CBS, Badr Al-Deen Mahmood said “We do not want to engage in a war of currencies, but if the south wants so [be it],” in response to the South early currency account. North Sudan has now announced that it will be issuing its own new currency in July.

“The launching of the new currency by our president indicates a sign of total liberation and freedom from the north., said an anonymous employee of the CBSS in a interview with Sudan Tribune.

The launching of the new currency comes after South Sudan gained its independence from North Sudan on 9 July.

Taban Deng Gai, the governor Unity State in an interview with Sudan Tribune at the premises of the central of Bank of South Sudan, said “this is what we took up arms for.”

“I will embark on a serious mobilisation and sensitisation programs to ensure that our people in rural areas to collect and return the old note within the time frame,” he added.

    GOSS must starting paying Formers SPLA fully.

    GOSS also need to make sure teachers must be pay good in order to start bringing towns to the people.

    Local government need to be establish and majors must be elected by the people rather than governor has to appointed the person who bribe him to get position,

    I do strongly believed beyond any doubt that President Kiir is a nationalist surrounded by gangs. He seems like having no money in foreign countries according to my presumption.
    About 120 south Sudanese have been reported of having about 10 billions dollars in foreign countries which mean almost all the intellectuals that have been serving for the last six years are thieves.

    Thanks to President’s statement. Those with huge money in foreign banks must be thoroughly investigated and brought into book. They have betrayed this country with an ambition of eating public money on assumption that they are serving the public. Money facilitates development and you cannot give hefty money to bank of foreign countries to boost their economic growth and investment.

    Dear President Kiir,
    Your call for GOSS Officials to repatriate money back home is a genuine call that needs to be followed by actions on the ground. You need to sign a Memorandum of understanding with more countries in the west and let them share their economic intelligence with you about movement of our money offshore.

    First, you need Americans to assist you because, all the money that are transferred in these world pass through a bank in New York. It has the details like the name, where it was transferred and who transfer the money and which financial institutions it is sitting in now.
    It is an easy thing, we, the Diaspora can team up with foreign governments and intelligence services and traces all the money and gives it back to the people of South Sudan who are the rightful owners of this money.

    What is more, all the assets bought using embezzled money can be frozen and money transferred back to South Sudan. We can do the ground work here because, even if the thieves transfer money in the name of their kid, we can still trace it.

    For instance, a friend of me who works with National Security Agency, the largest SIGNAL INTELLIGENCE Agency of U.S, made a random check of names of certain GOSS officials and we found millions of dollars deposited in COMMONWEALTH BANK OF AUSTRALIA. So, they did not only hide the money in the US, they have them in banks in South Africa, Kenya, Uganda, UK and as far as South East Asia.

    Good Mr. President for intiating your presidetial degree in fighting corruption within your cabinets.But charity begin at home. I guest it would be wise and honest to start transfering your foriegn accounts to South Sudan central bank instead of pointing your finger to cabinet accounts.

    Fighting corrupting dose not mean you have to begin with ministers but your account should come first if am not wrong.Moreover, am happy that fighting corruption is vital to be deal with but start of yourself first and after that you have to deal with your cabinets otherwise you’re not just and transparent.I wonder when did you understand that the independence of southern Sudan wasn’t a gift from anybody but was through peoples’ struggled meanwhile you have forget to include other communities representatives in your cabinets while they lost their sons and daugters in the liberational struggle.

    Mr.president I thought you were an upright man appointed by your juniors officers to lead our party in a transparency spirit but unfortunately you are a such living hero without liberational spirit.

    Mind you, our late hero Dr. John Garang de Mabior haven’t put a death lock on living heroes. Please act wisely and accordingly, don’t be a bias living hero.

    Congratulations for been the first president of the republic of south sudan and secondly thank you for crossing the boat to it’s proper destination.Mr president, it’s my pleasure to second this leadership call( repatriation of funds in foreign accounts).Your boys have squandered alot of money in your previous administration( interim period) and i hope that this time you will take adquate time to get good people with selfless ambition who are ready to serve not to be serve and to be servants not masters.
    regarding the today’s motion, i personally ask you to go deeper into this case than only to call for the repatriation of this stolen money,i would like these guys to appear before the anti corruption commission and later to the court of law to face justice,so as they become an immediate example to those who still have great desire to loot national resources.I really believe that this time your excellence will be extra serious in dealling with your coming boys, this time there no empathy or sympathy but rather there is duty and law to judge any one who is convinted of any crime or corruption.
    Your excellence with your full determination, your were able to sailed the people of south sudan to the promise land, despite the great storms that were blowing from all the sides and i wish that you will use the same determination to liberate our people from these corrupt officials from your previous administration and to return to us our stolen money.
    If this dream is trully actualise, it means you have made a great Uturn in your contemprary history which implies that you have taken your right place in the hearts of your simple southern sudanese who whole heartly voted you in as the first president of the republic of south sudan.

    I was shocked last week by a young man pretend to be a Majar in SPLA. The gentleman start opening an account at the Equity bank with US$2,000,000.

    The guy speaks only Dinka and Arabic and he is from Warrap State. But I am happy that he started banking at home. The question is, where did he gets money?

    For SPLM to have good governance, transparency and accountable government where South Sudanese and international community can trust them, let them declare their assets from Kiir to Director General of government institutions. If not kiir is entertaining us by lying to the citizen and Constitution.And lying to the public and constitution is a legal offence.

    Mr President, it is a good gesture from you to encourage the looters of funds to bring back the money to South Sudan. This is like asking a thief who has stolen money to give it back to its owner. No thief in their right mind to do that. The money squandered is actually laying in foreign banks. It would be hard for the government to trace this fund. The only ones that can be traced are the ones used for purchasing houses in the Diaspora. When the help of those countries, we would be able to repossess those properties. The former government was an eye opener. It is time, that the president appoint people who would work diligently for the good of RSS not self interest people.
    The president should start by reconsidering the position of Elijah Malok the governor of RSS bank who help effect inflation in the South by availing dollors to be sold in streets and the other big fishes. If you do that, this country will thrive under your leadership, otherwise we are just heading to doom.

    I am pretty much pity your nick-name and the input you ma anyway,your coded name indedicated that you were a true war dodger those who happened to escaped war and accquired dual citizenship for sake of survival.

    However, he who denied Dinka other hard liners of being the liberators and patriots is completely an idiot, without our majority effort in fighting the oppressive government in khartoum I am sure South Sudan would have not been recognised as a legitimate nation before the world and United nation.

    And if truth were to be told, I wish H.E the president of South Sudan CDE Salva Kiir Kuethpiny should have not appointed some ministers in those communities in his cabinets, but thank him for doing that for the sake of unity and equality.I wish you should ask your bloody mum and dad about Nuer and Dinka’s contribution before you denied our contributions.Mind you, soon or later we shall be introducing an DNA any skeltons to determine which tribe contributes much during the war.To conclude, am not a tribalist but your input forced me to do so. Again,as for our majority of Nuer and Dinka we shall still be holding those two positions of presidency and vice.

    Pagan Amum refused to repatriate any money back.He denied that there is any money in his account. When asked where was the money spent , he said Salva Kirr knows where it was spent and there was a bitter confrentation between him and his president during the meeting.This is why he resigned!

    The money will remain in his pocket and the marginalised people will continue diying!
