UN envoy calls on South Sudan to establish solid foundation for new state

July 20, 2011 (JUBA) – A top envoy representing the United Nations in South
Sudan has called on the government to establish the newly born nation on a solid foundation and deliver services to its people.

Hilde Johnson, the special representative of the United Nations Secretary
General in an interview with South Sudan TV on Wednesday said the new nation
needed to work on inclusiveness in government, good governance and rule of law in order to secure a solid foundation.

Johnson said there was also need to consider ethnic diversity in the new nation.

She said although there was certain degree of progress for the last six years in
the previous Government of Southern Sudan (GoSS), such progress was “slow” the below expectations for “many reasons.”

Corruption, bureaucracy, poor infrastructure and a largely unskilled workforce have blighted South Sudan’s attempts to develop after a 2005 peace ended decades of conflict.

The envoy, who will be in charge of a 7,000 strong UN peacekeeping force in South Sudan, further said that her mission would support the new country in tackling the issues including security.

She added that the mandate was under Chapter 7, meaning that UN forces would be able to would be able to protect the civilian population in cases when the South Sudan army is “unable or not in position” to act.

The Norwegian diplomat played an important role during the peace talks in Kenya between the Sudan People’s Liberation Movement (SPLM) and the Sudan government represented by the National Congress Party (NCP) which culminated in the signing of the Comprehensive Peace Agreement (CPA) on January 9, 2005.

    hilde johnson, the new independent nation has already been founded on corrupt and soft foundation. nothing has changed. splm/a was founded on corrupt foundation in 1983. goss was also founded on corrupt foundation in 2005. now the new republic is also founded on corrupt foundation. god has distanced himself from the mess by our leaders. even ngundeng has withdrawn his blessing from such corrupt leaders because he saw that the mess has been too messy.

    Solid fundation will be achievement only with perspective of education critical thinking my friends. we are now in the pen war not gun now, so be open minded junubi. now we need to find those who want to other countries to buy degrees for themselves in order for them to occupt space in the GOSS.

    Reik machar is not a person that the world top diplomate can mention in their books or a dmeire.

    I call for the south sudan president to look for south sudan chief justice from outside south sudan!!maybe in west or anywhere but not from jalaba countries..

    second to that south sudan government will face different ideologies!! south sudese come from khartoum will jalaba ideas while south sanese from south will have also diference!!there combination of difference rules will mess the system of south sudan goverment!

    Dr.john garang, vission is there but south sudanese coming from north sudan knew nothing about john garang vission and maybe they come with omer al bashir vision and this thing will cause great mess in goverment..
