Regional plan to make South Sudan the ‘hub’ of sea ports shipments in Africa

December 11, 2011 (MOMBASA) – Plans are underway and some already at the implementation stage to make South Sudan the ‘hub’ of sea ports shipments for East, West and North Africa.

These include projects to build highways and railways passing through South Sudan and connecting Indian Ocean from Kenya with the Atlantic Ocean in West Africa and Red Sea and transit goods coming from either direction.

The issue was discussed with the Kenya ministry of Transport and Kenya Ports Authority in Mombasa on Saturday during the retreat of South Sudanese ministers under the chairmanship of the Vice President of South Sudan, Riek Machar.

Kenya has already started to implement their part of the joint regional project by building both the highway and railway to the border with South Sudan and that would also branch to connect with Ethiopia.

The Vice President, Riek Machar, revealed that the joint plan was not a new Kenya idea but was initiated since 2003 during the CPA negotiations and he personally had to write an article about it.

He said the process was only delayed because South Sudan was busy for the last six years working on implementation of self-determination’s referendum to independence.

The Kenya ministry of Transport confirmed the initiative saying that once the regional project of highway and railway through South Sudan is implemented, it will reduce the period wasted in ocean for movement of goods across Africa by over two weeks.

Currently ships had to move from Indian Ocean in east Africa and sail around southern Africa in order to reach goods to the other side of Africa in the west.

The ships could now offload goods at Kenya ports and ferry them by the railways and highways to countries in the region.

South Sudan, which is geographically placed at the center of Africa, would be required to establish centers with the necessary facilities for transit goods passing through the country to the other nations in the region.

Also Kenya is planning to build oil pipelines connecting to South Sudan and refineries as it would buy crude oil from South Sudan, according to the Kenya ministry of Transport, besides the internal plans by South Sudan to export its oil to the regional and international market.

Machar further explained that South Sudan would also improve on its connections with north Sudan.

South Sudan as a landlocked country also plans to build one of the biggest international airports at a place called Tali near the proposed new capital, Ramciel, with a free trade zone around it.

He said the airport can have the capacity to land the biggest cargo planes in the world and fly in heavy cargoes into the region which other international airports in east Africa currently do not have the capacity to handle, according to the VP’s Press Secretary James Gatdet Dak.
