Uganda’s Museveni rejects recognition of any parallel Sudanese government: Agar

March 5, 2025 (KAMPALA) – Ugandan President Yoweri Museveni will not recognize any parallel government formed by Sudan’s paramilitary Rapid Support Forces (RSF) and its allies, a senior Sudanese official said on Wednesday.

Malik Agar, Deputy Chairman of Sudan’s ruling Sovereign Council, made the statement after meeting Museveni in Kampala to discuss the ongoing conflict in Sudan and recent military gains by the Sudanese Armed Forces (SAF).

The RSF, along with the SPLM-N rebel group led by Abdelaziz al-Hilu, other factions, and political groups, have been planning to establish a rival administration in areas under RSF control. These groups recently signed a political charter and transitional constitution in Nairobi, Kenya.

“Museveni informed him that the Ugandan government would not recognize any parallel government that might be formed,” according to a statement issued by the Sovereign Council.

Agar said he conveyed Sudan’s displeasure to Museveni regarding the Nairobi agreement and alleged Kenyan support for the RSF. “If the regional and African leadership seeks to achieve stability and progress for the continent, such negative moves must be stopped,” added the statement.

The meeting also covered the humanitarian crisis resulting from the conflict and the Sudanese government’s strategy for ending the war, Agar said. He noted the difficulty of engaging in peace talks with the RSF due to the presence of foreign fighters within its ranks who are not interested in a peaceful resolution.

Agar said he had invited Museveni to visit Sudan, and the Ugandan president had agreed to a visit, tentatively scheduled for June.
