Sudan condemns Israeli attack on Doha, al-Burhan phones Qatar’s emir

September 9, 2025 (PORT SUDAN) – Sudan on Tuesday condemned an Israeli airstrike in the Qatari capital Doha that targeted leaders of the Palestinian group Hamas, with Sudanese leader Abdel Fattah al-Burhan phoning Qatar’s emir to offer support.

In a joint statement, Sudan’s Sovereignty Council and foreign ministry called the attack a “violation of international laws” and a “blatant infringement on the territorial integrity and national sovereignty of Qatar.”

The attack undermines efforts to achieve security and stability in the region, the statement added.

The strike on Tuesday targeted a meeting of leaders from the Islamic Resistance Movement (Hamas), with large explosions reported in a Doha neighbourhood, a source in the group told Al Jazeera TV. The target was the group’s negotiating team as it discussed a ceasefire proposal, the source said.

Senior Hamas leaders in the delegation survived, but the son of the negotiating team’s head, Khalil al-Hayya, and his office director, Jihad Labad, were killed, multiple sources said.

Qatar’s foreign ministry spokesman condemned the attack in the “strongest terms,” describing it as “cowardly.”

“This criminal aggression constitutes a flagrant violation of all international laws and norms, and a serious threat to the security and safety of Qataris and residents in Qatar,” the spokesman said in a statement.

Qatari authorities said security and civil defence services were responding to the incident. “Qatar… will not tolerate this reckless Israeli behaviour,” the statement said, adding that an investigation was underway at the highest level.

The attack drew regional and international condemnation.

U.N. Secretary-General Antonio Guterres called it a “blatant violation of Qatar’s sovereignty and territorial integrity” and praised Qatar’s positive role in mediation efforts.

The President of the U.N. General Assembly said the escalation was “alarming” and called on all parties to exercise “maximum restraint.”
