Sudan, UAE crisis nears resolution under US auspices, source says

October 25, 2025 (WASHINGTON) – A visiting Sudanese government delegation has presented U.S. officials with a plan to resolve a diplomatic crisis with the United Arab Emirates, a Sudanese diplomatic source told Sudan Tribune.

The delegation includes the foreign minister, the deputy director of the intelligence service, and the director of military intelligence.

Sudan’s government accuses the UAE of providing military and logistical support to the paramilitary Rapid Support Forces (RSF) and helping them recruit mercenaries from neighbouring countries, allegations the UAE has consistently denied. As a result of the accusations, Khartoum has objected to the UAE participating in mediation efforts and to its inclusion in a ‘Quad’ mechanism that also includes the United States, Egypt, and Saudi Arabia.

Foreign Minister Mohieldin Salem arrived in the U.S. two days ago on an official visit to discuss efforts to end a war that has ravaged Sudan for over two years. In a subsequent statement, Sudan’s foreign ministry said the visit aims to continue dialogue with U.S. officials, strengthen bilateral ties, and support peace efforts in Sudan.

The source said Salem has been authorised by the army’s leadership to resolve the crisis with the UAE, adding that Washington is keen to see a settlement.

Discussions between the Sudanese government and U.S. officials are nearing a resolution to the crisis with Abu Dhabi, the source added.

The source also revealed that the Sudanese government has received a U.S. proposal to end the war. The plan includes technical measures for the RSF, proposing the integration or dissolution of only those who were members before the war began.

The government’s vision, the source stressed, involves cantonmenting these pre-war forces before their potential integration or demobilisation. The mediators’ proposal does not apply to fighters recruited by the RSF after the conflict started, he added.

Separately, a military delegation has held indirect, U.S.-sponsored talks with the RSF in recent days to establish a framework for a humanitarian truce.
