Sudan security council to develop peace restoration plan, criticises ‘failure’ on Darfur arms embargo
November 4, 2025 (KHARTOUM) – Sudan’s Security and Defence Council announced on Tuesday the formation of a committee to develop a vision for restoring peace, while simultaneously criticizing the international community for failing to enforce UN resolutions on Darfur.
Conflicting speculation circulated about a three-month humanitarian truce mediated by the Quad mechanism, composed of the United States, Saudi Arabia, and Egypt, as delegations from the army and the Rapid Support Forces (RSF) are in Washington.
The Security and Defence Council, comprising the chairman and members of the Sovereign Council, the prime minister, and the ministers of foreign affairs, finance, and justice, held an emergency meeting in the capital, Khartoum.
Khartoum state media said in a statement that the meeting tasked “a committee to prepare a vision on supporting humanitarian action and restoring security and peace throughout Sudan.”
It explained that the council welcomed initiatives from some countries and friends, and efforts calling for an end to the suffering of Sudanese people. The statement also offered thanks to “the government of the United States” and US senior presidential advisor for Africa, Massad Boulos, for their efforts.
Boulos recently conducted tours in Arab and African countries, was active in the Quad group, and communicated with the two parties to the conflict to implement the roadmap announced by the mechanism last September.
The statement said the meeting discussed security conditions and was reassured that necessary arrangements were in place to prevent a repeat of the El Fasher tragedy. The political, military, and security situation on all fronts was reviewed, including “preparation for… future operations.”
The council reviewed the events in El Fasher, accusing the RSF of committing “grave, major, and unprecedented” violations against civilians after capturing the city on October 26.
Domestically, the council saluted the Sudanese people and their sacrifices, paying tribute to the “martyrs of the Battle of Dignity,” and affirmed its support for their families, prisoners, and the missing. It also welcomed efforts to rally Sudanese support for the army to eliminate the RSF within the framework of general mobilization.
