Sudan, Arab Monetary Fund agree to reschedule debt over 25 years

December 9, 2025 (PORT SUDAN) – Sudan has reached an agreement with the Arab Monetary Fund (AMF) to reschedule its debt over 25 years, the finance ministry said on Tuesday, while also announcing a new $200 million grant from the African Development Bank (AfDB).

Sudan is struggling with a massive debt burden estimated by the central bank at $66.8 billion at the end of 2023. About $33 billion of that total constitutes principal debt, with the remainder comprised of contractual and penal interest.

The ministry said in a statement following a virtual meeting that the agreement with the Abu Dhabi-based AMF allows for repayment in instalments over a quarter of a century.

Finance Minister Gibril Ibrahim pledged the government’s commitment to the rescheduling terms. The statement did not specify the exact amount owed to the AMF, though Sudan’s total debt to regional and international institutions stands at approximately $4.4 billion.

Sudan’s external debt is estimated at more than 253% of its gross domestic product. A process supported by Western nations and global lenders to relieve nearly $50 billion of Sudan’s debt was suspended following a military coup in October 2021.

Separately, the ministry said it was consulting with the AfDB on new projects to be implemented next year using a $200 million grant.

State Minister for Finance Mohamed Nour El-Daim said discussions with an AfDB mission that visited Sudan to review $420 million in existing projects focused on funding the rehabilitation of infrastructure destroyed during the ongoing war.

David Mutuko also presented his credentials as the AfDB’s new country manager for Sudan during the visit, the ministry said.
