February 20, 2026 (ENTEBBE) – Ugandan President Yoweri Museveni received the commander of the Rapid Support Forces (RSF), Mohamed Hamdan Dagalo, known as Hemetti, at the State House in Entebbe on Friday.

Writing on his official X account, Museveni stated that he emphasized during the meeting that dialogue and a peaceful political solution are the only paths to achieving sustainable stability for Sudan and the region. The Sudan Founding Alliance (Tasis), or Ta’asis, announced earlier on Friday that its leader, Mohamed Hamdan Dagalo, had arrived in Kampala on an official visit.

Hemetti’s appearance in Uganda marks his first public international engagement since June 2025, when he last appeared in a video addressing RSF elements in a remote area of Darfur.

The African Union has appointed Museveni as head of a high-level committee to facilitate direct negotiations between Dagalo and Sudanese army chief Abdel Fattah al-Burhan.

Despite intensified international efforts, the chances of a ceasefire remain slim. Al-Burhan reaffirmed on Thursday his refusal to agree to a humanitarian truce proposed by the International Quad and the United States until the RSF withdraws from captured cities and military sites. Massad Boulos, the U.S. President’s advisor for Arab and African affairs, called on both parties on Friday to accept a humanitarian truce immediately and without preconditions to allow aid to reach civilians.

Darfur Governor Minni Minawi criticized the Ugandan government on Friday for receiving the RSF delegation. Writing on X, Minawi accused the RSF leader of “genocide” and “gross violations against African civilians”.

Minawi challenged President Museveni and the African Union over their stance, asserting that silence does not constitute neutrality. He emphasized that various international organizations have already condemned the RSF’s actions while questioning why African leaders have yet to take a firm position.

Hemetti was accompanied to Kampala by a high-level delegation including Abdel Aziz al-Hilu, deputy chairman of the Tasis Presidential Council and leader of the SPLM-N; Presidential Council member Taher Hajer; and Council member al-Hadi Idris. The delegation also included Prime Minister Mohamed Hassan al-Taishi and several ministers from the Tasis-aligned body.

According to a press statement issued by the Tasis, the Director of the External Intelligence Service, Joseph Okello, and several Ugandan government officials welcomed the delegation at the airport. The statement noted that the visit aims to discuss bilateral relations and brief the Ugandan leadership on the evolving situation in Sudan and its humanitarian repercussions.
