Bashir rules out dual citizenship for Southerners

January 7, 2011 (KHARTOUM) – The Sudanese president Omer Hassan Al-Bashir on Friday made it clear that there is no prospect for Southerners living in the North to have dual citizenship if the referendum vote comes in favor of creating a new state.

The oil-producing south is due to vote in a referendum starting on Sunday on whether to secede. Voters are widely expected to back secession.

“Of course, to be very frank self determination is deciding on the fate of Sudan….it is not self determination for the South…..shall it be one state or two states. This right was given exclusively to the Southern citizen,” Bashir told the Doha-based Al-Jazeera TV in an interview.

“If they [Southerners] decide to divide Sudan into two states and establishing their own country in South Sudan and at the same time want to retain their citizenship in North Sudan and enjoy all the rights…if this is their desire then let Sudan remain united” he added.

The Sudanese leader it is “illogical” for Southerners to call for creation of their own state seek citizenship rights in the North at the same time.

“They [Southerners] claim that they were marginalized, we were second class citizens. [So we say] in order for you not to be marginalized and second class citizen there is no reason for you to have the nationality of a country that is marginalizing you,” Bashir said.

He further said that Southerners who he said account for 20% of civil service in the North will have to be laid off but stressed that they will receive “their full rights”.

“The Northern citizen will not accept to see Southerners occupying 20% of the civil service at a time when they were the ones who split Sudan,” Bashir said.

“So we are not talking about dual citizenship. On our end we say this is out of question,” the Sudanese president added.

Bashir said however that an arrangement should be implemented that entails granting citizens of the North and South rights of work, residency, ownership and visa-free entry on both sides.

Asked whether Southerners will be treated like foreigners with certain rights after secession his response was “Yes”.

The Sudanese president said an idea that IS currently explored is establishing an accord that governs relations between the two states on a number of crucial areas.

“As two authorities in the North and the South are required to maintain the [special] relationship and institutionalize it…..through agreements, maybe laws and even a constitution that would amplify the benefits in the relationship that exists between the two sides,” he said.

“We are not speaking now about joint defense. But there are now discussions about establishing a union between two partners to look for joint interests in security and economics and development like the European Union,” he said.

On Thursday, Sudan’s former vice president Joseph Lagu said that north and South need a common authority to coordinate political and economic issues after secession.

“For me I have proposed a kind of common Sudanese authority to link the south and the north together,” Lagu, a southerner and an adviser to South Sudan’s President Silva Kiir, said.

“Presidents of south Sudan and north Sudan, their foreign ministers, their interior and defence ministers (should) hold periodical meetings … to continue to iron out any minor problems and to emphasize on issues that are common to us so that our two countries can …forge ahead.”

    It is up to those southerners living in dusty mad of the north. It is not even comparable with the south which has a nice atmosphere. I urge all of you to come back home without any intimidation from your friends in the north.

    I am 100% in agreement with you President Bashir. Southeners in the north need to choose to be Southners and move to the South or remain as foreiners in the North. Or they should choose to become Northerners by nationality. I have my younger brother in the USA and he too will have to decide which nation he belongs to for legal perposes.

    May God Almighty keep His promise to the people of South Sudan by allowing peace to fill our country as we break apart.

    Darfuris need to move back to Darfur and stop weaning! We will support when they are on their needs. We can not entertain them blood suckers of South Sudanese. Please don’t tell me your nonsense (I have noticed that most of the people here are from the Diaspora and have never been to Sudan since 1987…what a shame!).

    Please Vote and don’t support Lualdit (mr. Biar, Lual Achueik junior).

    Mr. Bashir is right and correct in this article. His statement of not granting Southerners a dual citizenship in completely right. We (The Southerners) Why do we confuse the world? we fought for more then 5o years in search for freedom and be free from Marginalization from the north, why do we compliant about the dual citizenship? isn’t the north we claimed to have marginalized us that want to be a citizen there again? Those who think that they need to remain in united Sudan should later apply for citizenship in the north like any other foreigner who want to be a citizen of other country, lets not bring things which are contrary to the ideas of the entire South Sudanese. Some comments like the one of Hopeless former rebel leader (Joseph Lagu) are bogus and lack credibility at all. how come he proposed for the South to have common political and economic system with north whom he claimed to have not been honest in sharing the resources equally? If Mr. Lagu have less experience of managing the South as he failed let him keep quiet and leave the SPLM and the people of South Sudan to Managed the government of their own. all people of South Sudan except Joseph Lagu are capable of been alone and have viable state. Shame on u uncle Lagu u have wasted ur time to be alive if u re still thinking in same way u spoil Any Any 1 and divided (kokoro) the South.

    You are right, those who still want to stay in dusty city where they were not treat well under united Sudan have to answer that themselves given the fact their Southern state governments provided them transportation to go back to their new nation.

    I’m really sorry, Bashir came to Juba and deliver his very eloquential message to southerners who wellcome him at juba airport as if the present returned home from international trip. when he backed to khartoum,Bashir was possessed again by his usual ill behavior. on his reaching the north, Bashir made it clear to southerners in the north that, you southerners living in the north will catch hell should your brothers in the south choose to go separate way from the rest of sudan.indeed my heart is broken to see our little girl contemplating. she starred the sky in long rang of thinking as if she knew about the past. instead she could have been united with the rest of her relatives in south sudan already, her parents acted in defiance to the holistic call for separation made very months by our youths and parents in south sudan long before time immature.

    President Bashir is right, you cant be both a Southern citizen and a Northern citizen as well. The truth need to be told. The SPLM should instead negotiate a time frame to relocate all its Southern citizens.

    I wan’t all of you to read the book of Exodus Chap.13:17-18.
    The reason that made God not to take the Israelite by a short path was because he did not want them to return back to Egypt.
    So he took them through a wildernes in the long way of desrt so that no one will think of retuning back to Egypt.

    That is why all the Israelites left Egypt with all their children,old people,and even their animals.

    Even CPA,they said it is only a paper not quruan,so they thought of dishonoured it but our government in the South was very very strong that they can’t temper to shake them.

    In fact, “Omar Beshir is beating the bush” What does dual Citizenships have to do with Southern Sudanese who are living in Khartoum? Did Omar Beshir think that Southern Sudanese people carried out Arms for the Dual Citizenship or what? What Omar Beshir doesn’t know is that Southern Sudanese people were not fighting for the matter of Dual Citizenships as he had described. Our objectives we the Southern Sudanese people is to change the system of Khartoum Government and bring what is call the “Right of Individual” which mean on the other hand, the right to do your own thing without an obligation or without somebody to force you. This right is not just entitled for Southern Sudanese people only, but for the whole people in Sudan who always dream for “Democracy”.

    As a matter of fact, we Southerners don’t need you anymore Mr Omar Beshir. We are fate up about your ruling since you took the office on June 30,1989 until this time nothing had get into some sort of solution or an end. Everything still the same. So, whether you want or not, Southern Sudanese are already free to go and governed themselves. Remain there in Khartoum with your fucken Sharia law or Kisira law.

    You see, people like Joseph lagu , are ubsolutly influenced by the NCP and they should never be allowed to be at any high level job, anything to do with the south government they should never be allowed to be part of it, yes they quite the NCP and they might be experienced. the question is what took them to join the NCP the firSt place, they betrayed the people of south Sudan In the time of the struggle. And now they come back with bad politics and for sure they will bring confusion in the south. Thats why I suggest the government of South Sudan to not allow any ex NCP or Ex Political party member to joining in the south Sudan parliament regardless of their experience.

    Jospeph showed a very good example of the ex NCP politics is dragging
    as into some sort of ties with north, and it is very clear that we are a new country, we have nothing to do with north, we consider north as Egypt, Libya or any other country, we can only have Trade ties and that’s all.

    I’m so amazed how the northerners think we the southerners can be their
    friends straight away after the referendum, they think we forgot about our loved once whom were killed by them during the war. People remember
    we lost 2.5 million people or more, it’s nothing to forget in one day. I’m proud to be a southerner and I will not even travel to north. Yes it’s always hard In the beginning but it will be better after.

    Wake my people, don’t be decieved by the sleepless dog.
    Give us 5 years and then see how south Sudan looks like. Bashir enlighten with your intimidations we are done with north.

    We don`t need a dual citizenship. They will regret it later on. In fact, these lies are threats to force Southerners in the North Sudan to vote for unity. It is quite clear already that Al-Bashiir has curbed media to suppress or harass Southerners to vote for unity against their wills.

    Undoubtedly, we want every Southerner in Northern Sudan to return to Southern Sudan. The Arabs and the Africans this time will face a complicated problems-all of you know what that is. Bashiir is now has two choices: Either to prevent secession or face subversion from within from Islamist groups in the North Sudan!

    Caution to the Arabs-the Arabs need to learn one thing: Calling us incapable of governing ourselves overly adds to an insult that motivated our secession now. It is a serious insult and this is why we must vote to secede and if we can not secede by ballots, we must still secede by bullets.

    North has moved beyond tribalism,you may call it social maturity.yes,you have tribes in Shamalia (north sudan) and Gazira,but all live in harmony.Sometimes,Rubattabi talks
    about how much he despise El Shaiggy,and how el Shaiggy
    loathes el Jaili and so on,and they use all these just for
    social sarcasm and spicy humorous for laughs.
    That’s why southerners who have lived in north are likely to be tribal openminded or neutral.
    Look at the ironies,during the war southerners have moved north.The movement has used arabic as language of training
    instructure.It’s little bit complicated!

    There is goood reason for Southern’s citizen to stay in North while what John Garang have been doing almost 22 years has come to end now.     Bashir your terms are almost finished so this referendum there will be bad news for you because if Separation win you are out of presidency and if unity win then ICC will catch there is nowhere to run becuase the referendum’s result will come out in Nairobi Kenya which meanyou have to come to Nairobi city and if you move out of sudan ICC is there to catch anywhere anytime

    President Omar Hussein Al Bashir is right here, If you aren’t from a country don’t expect to just to go into that country get any job you want and claim to be a citizen of that country. There is no such a thing as dual citizenship. You are either from this country or this country.. You can request to get a North Sudan citizenship but you will have to go through some paper work and waiting.. Why would you want to stay in the north anyway since you are being mistreated? I think the southerners are becoming full of themselves

    Mr president omer you are not clear with your statement because first you said that they southerners in north sudan will be treated as foreigners if secession win. second you talk about relationship between north and south sudan that is not clear what are you talking about? how can the foreign country will have good relation by establishing the economic and development between themselves unless the treat each other in good way like UK,Scotland and North Ireland and you are rejected it according to your statement.

    Secondly. Joseph Lagu you are old man nowadays please don,t bring another bundle to the necks of young generation of south Sudan we do not want citizenship between north-south sudan despite the union that omer talking about.just only we will use passport like other countries on the world please forget about citizenship.
    Third Dear southerners I am requesting you to stop talking about tribalism,discrimination and superiority among ourselves and we are the same people of south sudan and i realize somethings from us in this website although people talk about different things somebody can interfere with word of insulting tribe through one person and maybe he or she did wrong thing to you please you can say x and y but do not generalize the tribe because of someone you know from particularly tribe my advice to all of us is that let us respect each others and if someone do bad things to you please said something direct to him or her.

    Bashir has said the north will have a new constitution with sharia law as its foundation. What does this mean for all the non-Muslims in the north who are not southern Sudanese? With sharia law, non-Muslims cannot be full citizens, but only dhimmis. They cannot vote or hold high office.
    And what about southern Sudanese living in the north who are now Muslims? Presumably they can stay. And the southerners who voted for unity? Things could get very complicated.
    I have a feeling that the five-year CPA period will be looked back on as a good time for Sudanese. It would have been better if it had been ten years, at least. Five was not enough. After ten, there could have been a new president who had a better deal for the south.
    Try as I might, I can’t feel very happy today(9th January).

    Keep up. NCP and its Islamic fundamentalists were forced by both internal and external factors for the sake of peace and full recognition of the rights and dignity of Southerners and the other two marginalized areas (Nuba Mountains and Southern Blue Nile) to sign the historic CPA of 2005. It was not a donation or political will of NCP and its associates.

    KPA is trashed right after signing. Omer Al-Bashir knows more about it than the Southerners who had no vision of pursuing the aspiration of Southerners signed it and later returned to the main stream. It makes no sense to talk about it.

    There is a difference between leaders who rush to get things done for prominence without vision and those who have vision but determined to remove obstacles step by step to achieve a political goal no matter how long it will take. In other words, a leader should be able to create sensible conditions to guarantee the achievable goal for his people. Khartoum knew why it signed it (although signed in Khartoum descrbing it as Allah Jaabu) and failed to implement it since there are no any guarantors, regional and international pressure .

    Those ruling elite of Sudanese black Arabs who claim to be racially and religiously superior to other Sudanese of African origin are one of the most ignorant elite I have ever shared a country with. The removal of that kind of mindset is already underway beginning with the recognition of the results of the referendum of tomorrow Sunday January 9, 2011. It is not simply the end of a long walk to freedom for Southerners but just a beginning of another journey of phased freedom of walk for the whole country. Otherwise we will be living with the enemy of peace next door.

    As I have mentioned repeatedly in some of my previous comments that Northern Sudan will never be governed on the basis of Sharia law following January 9, 2011. Period. If the effect of separation of South from North is not yet fully felt by the ruling elite, what about the remaining parts of the North which will soon follow suit?

    I agree with the comment of Mohammed Ali who just saw the truth yesterday since 1956 that NCP (and the previous regimes) didn’t and does not have a political vision of keeping Sudan united on the basis of equality, justice, and progress. They are blinded by the insistent application of Sharia law and abuse of Islam that keep the country disintegrating.

    Sudanese Arabs need to learn another lesson of rejecting cultural diversity and orchestrating consistent marginalization that they have never learned before. Now the choice is theirs to be good, faithful, reliable and trusted neighbor at all times or not.
