SPLM-N Hilu passes draft framework agreement to Sudanese government
May 27, 2021 (JUBA) – The mediation team on Thursday handed over to the Sudanese transitional government draft framework agreement submitted by the Sudan People’s Liberation Movement-North led by Abdel Aziz al-Hilu.
The two negotiating teams held their first meeting after the opening session on Thursday. The government delegation was led by Chems al-Din Kabbashi and the SPLM-N delegation headed by Amar Amon Daldoom.
Khalid Youssif, Cabinet Minister and Spokesman o the Government Negotiating Delegation said in a statement released after the meeting that the mediation handed over the draft for a framework agreement that defines the issues and general principles for negotiations.
The government delegation will study the draft text before the resumption of the negotiations on Monday 31 May, Youssif further said.
For his part, Dhieu Matook Mediation Rapporteur added in separate statements that the document is a translation of the declaration of principles signed by the head of the Sovereign Council and the SPLM-N leader last March.
“Once a framework agreement is reached, the mediation will develop a new strategy with the aim of reaching comprehensive peace,” Matook said.
The meeting was attended also by the UN political support mission to Sudan known (UNITAMS) Volker Perthes.
The mediation had said that the first round of talks will last for two weeks.
RSF to join talks
In a statement released in Khartoum, the Sudanese Revolutionary Front welcomed the resumption of the talks with the SPLM-N al-Hilu saying it is crucial to achieving peace in Sudan.
“The Revolutionary Front affirms that the government’s negotiating position is based on the Constitutional Document and the Juba Agreement. A peace agreement with the SPLM-N must be aligned with these documents,” stressed the statement.
The alliance of the groups signatory to the Juba peace agreement further announced its decision to participate in the talks along with the government delegation.
The government delegation already includes Buthina Ibrahim Dinar Federal Government Minister who is a leading member of the SPLM-N led by Malik Agar.
