Sudan’s referendum commission SG candidate wants to decline post

August 25, 2010 (KHARTOUM) – The candidate for the position of the referendum commission Secretary General is no longer interested in assuming the post, Sudan Tribune has learned.

The development comes only days after the Sudan People Liberation Movement (SPLM) agreed to let a figure from the North assume the position of the Secretary General who controls the funds and budget of the commission.

The head of the commission Mohamed Ibrahim Khalil has nominated Omer Al-Sheik who worked in the United Nations Mission for the Referendum in Western Sahara (MINURSO).

The SPLM has directed fierce criticism at the choice of Al-Sheik saying that he failed in his duties within MINURSO and thus is not suitable to be the commission’s Secretary General.

A source close to Al-Sheik told Sudan Tribune that the latter has made his intentions known to Khalil who asked him to think it over and not make his desire to turn it down public.

According to the source, the prospective SG wants to accommodate his former professor but at the same time feels uncomfortable with accepting the position given the controversies surrounding the referendum process and the highly polarized atmosphere.

“I personally would not be surprised if Khalil himself quits down the road,” said the source.

Khalil had threatened to resign if the SPLM continue to stall the appointment of a Northerner Secretary General stressing that Southerners already control 59 out of 63 positions outlined in the Referendum Law.

The referendum a key plank of the 2005 peace deal that ended a decades-long civil war between north and south Sudan, is due to take place on January 9, 2011 and promises southerners the chance to choose independence.

    This man should be left alone. He does not want the post period. Can you force a donkey to drink? SPLM should now prepare themselves to fill in the position. The Northerners are more than confused or could this be a delaying tactic? Watch out!!

    and the time drag by without the appointment of secretary general for referendum commision,voter education, voter registration, and many more, why is that? the north has the intention from begining to spoil the CPA by any mean neccessary and one of them is the delay tactics in any isue in the implementation of CPA. now, Mohamad Ibrhaim Khalil insisted that his friend omar alsheikh be appointed SG but he is not interested and still khalil gave his friend some time to think about the offer. time is prime factor and variable here, but khalil treated it at his whim while 10 million southerners are waiting to determine their destiny against one arrogant,biased,and dictatorial old man and his friend to make his mind.

    the SSLA should ready itself for the UDI and its procedures because the NCP and referendum commission headed by khalil are duelling on stalling tactics which is unacceptable.

    Funny thing , the NCP is trying to violate the CPA using delays , the delay by northerners to fill a post given to them is clearly an indication that the CPA is in danger, and consequently the Sudan is in danger of becoming A REAL SOMALIA.

    Omer Al-sheik will be eating his own waste if he again accepts what he is not willing to take. Dear Al-Sheik, those telling you to stay are telling you the right thing and you should also obey what they are telling you and you should also trust yourself. When you reason out this and see that the position is not alright for you, they should look for you another one if they think they value you and your talent.

    Let them take you away from this mess which you do not know more about.

    Mohammmed, you should have been satisfied with the bowl that was handed to you and keep it to yourself or share it with your beloved friends and brothers, It is wrong of you to give out what is not yours after consuming yours.
    If you want to show your kindness to your people, show it by using your own resources.

    Northerners are going to delay and quit in this exercise to stall the process as much as they can. I wish this process was handed to Southerners to handle while Northerners watch or remain as advisors otherwise there is no goodwill in the North for the referendum to be carried out and it is going to be reflected in the behavior of the Arabs/NCP members in the Referendum Commission.

    Creating dispute within the commission had been one of NCP’s tactics to put hurdles before the implementation of the referendum. Thanks to the SPLM’s smart move of throwing the ball back into the courts of the NCP. Today Khartoum is putting pressure on it’s northern members of the commission to resign in order to paralyze its work and create more delays or they may leave the commission entirely to the Southerners. But let is wait and see.
