Lakes state Governor: Rumbek suitable for final referendum announcement
February 2, 2011 (RUMBEK) – The Governor of Lakes state, Chol Tong Mayay told the South Sudanese to begin focusing on ways of building their new nation, encouraging a spirit of service and patriotism.
Mayay made the appeal during a press conference in Rumbek in his office.
He said that with the referendum results pointing clearly towards an independent nation, the people of South Sudan need to get involved in activities that can bring about development of their new nation.
He urged South Sudan citizens to embrace a life of service and to focus their attention on what they can contribute to the government, rather than what the government should do for them.
Mayay also appealed for patience during the months of transition leading to 9 July, when independence is expected to be officially announced by Central government in Khartoum.
Governor Mayay noted that, “after 21 years of struggle the people of South Sudan are free – from now onward, we have to focus on challenges of nation building – I urge everyone to be start working.” With echoes of John F Kennedy’s inaugural Ask not what your country can do for you speech, Mayay said, “I urge everyone to focus on what you are going to do to for South Sudan but not what South Sudan is going to do for you – what are you going to do for South Sudan to be free democratic nation?”
He acknowledged the challenge of fighting corruption: including embezzlement of public funds; and favouritism and nepotism in recruitment, saying it is a process that takes time.
Mayay said that “corruptions is work of everyone to fight, in all systems – during our campaign we have promised the public that we are going to fight corruption – fighting corruption is a process and it will take time – lets join hands to defeat corruption by exposing people.”
Governor Mayay, is appealing to GoSS to consider Rumbek as the venue for the 9 July celebration of the potential announcement of the independence of South Sudan.
Mayay defended his appeal by recalling the events which gave Rumbek its historical significance, “the education of some of South Sudan’s heroes at Rumbek Senior Secondary School, Rumbek was the capital of the liberation movement and army [Sudan Peoples’ Liberation Movement / Army (SPLM/A)] during the wartime. It was the location for SPLA’s top meetings, SPLM’s leadership reconciliation. Rumbek was the venue for the CPA [Comprehensive Peace Agreement] conclusion and the signing of South Sudan Interim Constitution. Rumbek was the place where the late John Garang gave his last public address before his death in a helicopter crash in 2005.”

These are words of mouths .lake is second failed state after Jongalei. Chol should first return stolen 27 millions in order to rehabilitates roads and broken bridges. Otherwise it will be the last chance for any cabinets in lake state. Something is easy to say but not easy to do in Lake State.shame on you guys.

I don’t know what are the key determinants of where to celebrate the final announcement and 1st independent annivasery of South Sudan. However, I would say Bortwon is the suitable place given the historical histroy of SPLA/M. we now have a Nation that everything we do must be something that a reasonal person deem suitable but not something driven by greedy.
NB: I would urge anybody reacting to this to stop being myopic and reason as a Southerner.

I have been move only by our Governor’s appeal to fight corruption. The theory that says “Do what I say and do not do what I do” has never seen any success and leading by example has been seen as the best method.
The governor will not eliminate corruption because he is driving the corruption vehicle and everyone would wish to join him in the trip.
It will until the current government is out when a new pace of a corruption free state will be realized.
I only appreciate his appeal to keep the State record by calling on the nation to announce the referendum results here in Rumbek which will be so prestigious to the state citizens.

Bravo dear Mayay,you are the most successful Governor in the whole of Sudan,not just South Sudan.The scene of Rumbek town has now change in just weeks.You are by far better than Awet Akot with his looters,who only looted Lakes State resources & built themselves nice houses that would have taken them the whole of their life time to build ,if they were using their own resources.You will take our State to its real potential.Go ahead,the whole community of Lakes is behind your strong leadership.Rumbek deserves more than raising of South Sudan flag on soil.

Lakes state is geophyically worth to celebrating South Sudan Independence day 9th July 2011 in it, given its central point to South Sudan territory as a nation.
Other historical facts cited by the journalist in this article are affixed.
However, it is interesting that Governor Chol have had approved of the corruption to be exposed and with those involved!
Indeed, I would like to go straight to corruption practices that are crippling Lakes state in its quest to providing services to public and development in his leadership in few months of his election to office.
1. The Governor’s palace/resident is being renovated at a cost worth 3 million Sudanese Pounds, Assembly and Public have no idea of what are the terms, components and ingredients of this contract, how long is it to finish, is renovation worth that amount rather than complete new structures, and if a renovation could cost 3 millions Sudanese Pounds, what will new buildings cost Lakes state people in the next few months and years!!?? A food for thoughts for Lakes state public and GOSS, which gives lip services and empty promises in eradicting corruption!
2. Japanese Embassy has had donated 9 millions dollars for development and security management, where is this money since Oct. 2010? No electricity (remains incomplete sin Jan. 2006), road construction – tarmac turns out to be building heap marram never seen anywhere in Sudan! What kind of tarmac could ten kilometers Rumbek roads be?
3. UNMIS has had also donated 18 million dollars to Lakes state government for developemt and security, where is this money since November 2010?
4. What is that happening in the Minstry of Finance, Trade and Industry: the so-called fresh graduates and uneducated assumed civil servants of the central county and Yirol, some of whom are junior and inexperience (call them secondary school leavers 2009 — 2010) of Uganda and Kenya being appointed as Senior Inspectors and Directors in Taxation department,Commerce, Trade and Industry departments, leaving the old dogs (staff being transferred to Administration offices where they have nothing doing) and still being paid, Senior Directors being demoted in the expense of the juniors, see Minister’s recent transfers of Directors citing Labour reforms act 2009. Some of those demoted have worked for more than ten years as administrators in this same ministry, and are university graduates!
GOSS and Lakes state governments have been trying to lay off redundant employees, ghost workers, and exceeding 5,000 workers meant for each state, however, in Lakes state, this is no bother, and Lakes state government has money to pay anyone they think should be employed.
State Ministry of Labour is in row because of difference between its Ministry and DG over malpractices being allowed at will in the state government! DG tries to have all these checked and put to proper, but Minster thinks different!
Just to mention a few!
All add upto 27 million dollars being rumored as stolen by Lakes state leadership.
Are all these not corruption cases and practices that should be exposed! I have exposed them and public is free to question and to go dig into this money whereabouts.
It is also upto GOSS dull anti-corruption commission to investigate or sleep on them and public go down on their knees below poverty line!
Bank of South Sudan President Mr. Elijah Malok Aleng has said it publicly last Tuesday 1st Feb. 2011 that South Sudan is at brink of collapsing even before birth, because hundreds of GOSS Ministers and officials have huge millions of dollars in their account taken from the coffers of the public for their own use! Rule of Law is being terribly abused by governments so called officials and commissioners (Rumbek east county commissioner ranks number one in feat. In Lakes state, it is no bother for anyone in the government to do anything as he/she pleases.
Rumbek East Commissioner from December 2010, ordered massive killing of first class cows and prestigeous bull (Adong) of Thuyic and adding on his murder cases from August 2010, when he ordered killing of Warnyang Mangar to be shot to kill by SSPS — in his county!
Just this week 2nd of Feb. 2011, he also ordered shoot to kill of Machol Magany Machol of Panyar section of Alamtooc two. Does Mr. Commissioner David Marial know of Agok Manyiel Dhieu serving life imprisonment because of this kind of actions. He could be the second to go to jail just in few months if proven, he did order the killing of these two persons instantly! No nobody is above the law, Lakes state government officials should be informed to know this, they should also learn from Agok’s life imprisonment experience!
I wonder of where a commissioner would get powers to order to shoot and kill a person using a police. It is only in Lakes state under the leadership of Gov. Chol Tong Mayay!
Worse are yet to be seen soon!
I leave others to be in my article to media about these actions. They can’t be let go as this at their own space!
Lakes state Government leadership should know that there are those watching on daily basic of their deeds, actions and bad pronouncements that have rocketed their leadership from every corner of activity!

The militancy in Lakes State disqualify her as a venue to celebrate the independence announcement. There is lawlessness in the state and majority are hostile to non Lakes State inhabitants.
The government should work hard to improve the lives of people there and prepare them to live peacefully and accept others in the new nation.
